PSYCHE is financed within the Interreg program France-Wallonie-Vlaanderen. A total budget of 170 million euros from the European Fund for Regional Development (EFRD) is allocated to the program to support projects which fit within one of the four themes of the cooperation, being ‘research, innovation and technology transfer’, ‘competitiveness of SMEs’, ‘patrimony, natural resources and risk management’ and ‘social cohesion, health, education and employment’.

The program France-Wallonie-Vlaanderen includes 5 French and Belgian regions which cooperate to fade the borders. The program for European Territorial Cooperation Interreg France-Wallonie-Vlaanderen originated from the desire to stimulate economic and social exchanges between the four cross-border regions: the regions Hauts-de-France and Grand Est in France; Wallonia and West- and East-Flanders in Belgium. The program aims to combine common expertise while valorizing the potential of each region concerned to the benefit of the population of the zone.
